The CLIs and informing the various audiences The CLIs organise plenary meetings and set up specialist commissions. The TECV Act obliges each CLI to hold at least one public meeting per year. ASN promotes exchanges of good practices in order to make these public meetings moments of worthwhile discussion and opportunities to contribute to having a well-informed population. The majority of the CLIs have a website or have pages on the website of the local authority that supports them; some twenty CLIs publish a newsletter (sometimes as inserts in the news bulletin of a local authority). The 36th CLI conference The 36th CLI conference, organised on the initiative of ASN in partnership with Anccli, was held in Montrouge on 8 October 2024 and attended by more than 150 participants. The morning session was devoted to topical subjects: the ASN – CLI/Anccli partnership to develop the radiation protection culture, the results of the consultation of the 4th periodic safety review of the 1,300 MWe reactors and the preventive distribution of stable iodine tablets. The afternoon session began with the challenges of informing the people living in the vicinity of nuclear power plants. After a joint presentation by ASN and Anccli of the lessons learned from an opinion poll concerning the perception of the nuclear sector, the contributors from Centre for studies and expert assessments of risks, the environment, mobility and development (Cerema), from ASN and from the Permanent secretariat for the prevention of industrial pollution of the Provence-Alpes-Côte d’Azur region, put forward possible avenues for stimulating commitment in the regions. The second round table explored levers for involving the stakeholders : in the public debate, with testimonials from the CNDP and a participant in the French Citizens’ Convention on Climate ; in the development of the Winter Medication Plan with the French Health Products Safety Agency (ANSM); and lastly in expert assessments and research with the public institutions having signed the Charter on Openness to Society. The conference was illustrated by a graphic facilitator to promote the sharing of interchanges within the CLIs. 2.4.4 National Association of Local Information Committees and Commissions Article L. 125-32 of the Environment Code provides for the setting up of an association of CLIs (see point 2.4.3), and the Decree of 12 March 2008 details the mandate of this federation. Anccli brings together the 35 French CLIs and the 34 committees put in place for the defence-related installations. Anccli has a scientific committee and has set up five thematic advisory groups (“Radioactive materials and waste”, “Post-accident – territories”, “Safety”, “Decommissioning” and “Health”). It is also heavily involved in the discussion and interchange bodies set up by its partners (HCTISN, ASN, IRSN, etc.). Partnership with ASN Anccli takes part in various GPEs or ad hoc working groups set up by ASN on topics such as environmental monitoring, waste, post-accident situations, and social, organisational and human factors. Thanks to the presence of Anccli, the viewpoint of civil society can be heard. Anccli maintains a technical dialogue with ASN and IRSN on the high-stake issues and takes part in the public consultations on nuclear questions. In 2024, ASN and Anccli jointly organised three webinars to answer the CLIs’ questions on “counterfeiting, falsifications and suspicions of fraud in nuclear facilities” (June); on “small modular reactors” (September); and to clarify the issues concerning the “5th periodic safety review of the 900 MWe reactors” at the kick-off of the public consultation (October) on ASN’s draft position statement concerning EDF’s approaches for the generic phase. Each year, ASN organises the national conference of CLIs in cooperation with Anccli. The ASN Commissioners meet annually with the members of the Anccli Board of Directors, and ASN is invited to take part in the Anccli general meeting. Over time, these various interchanges have led to a relationship of trust and partnership between Anccli and ASN, over and beyond the multi-year agreement that binds the two institutions. The activity of Anccli Anccli runs the network of CLIs that it represents. By ensuring regular monitoring and issuing clarifications and information that can be readily understood by the general public, Anccli helps give the CLIs the means to fulfil their public information duties. Attentive to the concerns of the CLIs and in relation with diverse sources of expertise, Anccli conducts national reflections on nuclear safety issues and widely passes on the results of this work (Anccli positions) to the national and European bodies and to local elected officials and CLI audiences. Meeting the information expectations of people living in the vicinity of nuclear power plants ASN and Anccli conducted a qualitative survey in 2024 with Verian, a polling organisation, on the information expectations of people living near nuclear power plants.This study revealed that although the local residents feel they are poorly informed about the power plant, they manifest little interest in being better informed. Four factors would seem to explain this: people distancing themselves from the risk; a subject that is considered too complex; information that is available but the formats and content of which do not seem appropriate for the uses and needs of the local populations; an ecosystem of nuclear players that is poorly known and complex. Several action levers have been identified, such as the development of simple and repeated communication on the action to take in the event of an alert, the transmission of personalised information, and the development of communication with the municipalities.
