4 Outlook The year 2025 will be marked by the appearance of the new Authority for Nuclear Safety and Radiation Protection. This will be accompanied by new internal rules of procedure, new governance for its operations, and new social dialogue bodies pending the professional elections to be held no later than March 2026. Modifications will be made to the organisation, in the light of the 1 January decision to juxtapose the two existing organisations, with the partial exception of cross-cutting functions. ASNR financing will now be covered by a new budget programme (programme 235) set up under the 2025 Budget Act. A professional ethics Commission will be created in accordance with the provisions of Article L. 592-13-2. It will notably be tasked with issuing an opinion on general questions relative to the application of the rules of professional ethics in the ASNR departments, or questions relating to individual situations. A Scientific Council will be created in application of the provisions of Article L. 592-28-3 of the Environment Code. The composition of this Council will reflect the diversity of scientific fields. It will notably be consulted regarding ASNR’s scientific strategy and research programmes. The GPEs will continue their missions as per the provisions set out in Article L. 592-13-3. The same will apply for the Administrative Enforcement Committee which will continue its missions under the ASNR. No later than 1 July 2025, ASNR will evaluate the anticipated human, technical and financial resources it will need for the coming five years in order to carry out its missions and will present its proposals to the Government and to the OPECST.
