Within its field, it contributes to preparedness for and management of emergency situations, in accordance with the priorities set out by the Director delegate for emergencies. • The International Department is in charge of developing exchanges with ASNR’s foreign counterparts and the other foreign and international organisations involved in ASNR’s fields of competence. It is also in charge of coordinating relations with all the regional and international networks involved in ASNR’s fields of competence. In close coordination with the scientific oversight department, it is the point of contact for the European Commission regarding its research, development and innovation programmes and promotes scientific relationships and partnerships with foreign international research organisations involved in ASNR’s fields of competence. The International Department also oversees international services. It supports the Executive Committee and the Commission with respect to international relations. • The Relations, Participation and Communication Department submits communication, societal openness and public relations strategies to the Commission and is then tasked with implementing them. It coordinates and monitors the consistency of actions to and with the general public, the stakeholders, the professional organisations, the professional public, the institutional public, the media and the ASNR personnel. It is also in charge of public relations and supports the Executive Committee and the Commission with respect to institutional relations, notably with Parliament. This Department is the result of the merger between ASN’s Public Communication and Information Office and IRSN’s Communication Department and Societal Outreach Policies Service, as part of the creation of ASNR. • The Human Resources Department is responsible for hiring policy, personnel remuneration, forward-looking jobs and skills management, inspector qualification management, occupational health, legal questions concerning personnel and social relations. This Department is the result of the merger between ASN’s Human Resources Office and IRSN’s Human Resources Department. • The Financial Affairs Department takes part in defining and implementing ASNR’s budget and finance strategy, as validated by the Commission. In this respect, it is in charge of programming, implementing and monitoring ASNR’s budget and finance policy. It represents ASNR with respect to budget and finance questions. It guarantees the reliability and conformity of the budget procedures, budget preparation and execution, keeps the budget accounting and carries out ASNR’s internal financial oversight and oversight of financial management. It defines purchasing policies, conducts procurement and administers ASNR’s revenue. It carries out administrative and financial management of the missions and travel of ASNR personnel. It takes part in collection of taxes from BNIs and the additional taxes, together with the Public Finances Directorate General (DGFIP). This Department is a merger of ASN’s Budget and Finance Office and the IRSN General Secretariat. • The Sites, Safety and Heritage Department is in charge of the safety of people and property, protection of the environment, general services, and the management and capitalising on ASNR’s moveable and real estate heritage and, more broadly, its sites. Under its prevention duties, it coordinates all the Authority’s radiation protection experts/officers, whether their positions are described within the various site departments, or within the Service Competent in Radiation Protection (SCR). This Department is a merger between ASN’s Logistics and Real Estate Office and ASN’s SCR, and the same dedicated departments within IRSN. • The Digital and Digital Uses Department is in charge of proposing policies related to information systems and data, and of guaranteeing their implementation. It coordinates and supports ASNR’s digital transformation and data governance. It is responsible for the governance of digital uses, products, services and infrastructures. It sets up the conditions for access, utilisation and exploitation of data. It monitors and forecasts emerging technologies and leads innovative actions. It implements the information systems security policy and ensures that these systems are maintained in operational and secure conditions. It is responsible for assisting the ASNR departments in creating, deploying, maintaining and upgrading their digital products and infrastructures. It proposes and implements the digital working environment and the fixed and mobile distributed infrastructures. The IT and Digital Uses Office merged with IRSN’s Information Systems Division (DSI). • The Nuclear Safety and Radiation Protection University is responsible for developing and coordinating internal systems and actions for learning (notably training) and using the knowledge needed for the various ASNR activities (regulation, expert assessment, research, etc.) and the external sharing and transmission of ASNR knowledge and regulations. The systems and actions concern the preservation, access to, sharing and transmission through training of ASNR’s knowledge and skills. It coordinates the network of experts. ASN regional divisions For many years, ASN has benefited from a regional organisation built around its eleven regional divisions. These regional divisions operate under the authority of the regional representatives. The Director of the Dreal or of the Drieat in which the division in question is located, takes on this responsibility as regional representative. He/she is placed at the disposal of ASN to fulfil this role. This person is delegated with power of signature by the ASN Chairman for decisions at the local level. The regional divisions carry out most of the direct inspections on the BNIs, on radioactive substance transport operations and on small-scale nuclear activities, and review most of the authorisation applications filed with ASN by the RNAs within their regions. They are organised into two to four hubs, depending on the activities to be regulated in their territory. In emergency situations, the regional divisions assist the Prefect, who is in charge of protecting the general public, and, as applicable, the defence zone Prefect, and supervise the operations carried out to ensure the safety of the facility on the site.
