of the departments, as well as actions to prevent and deal with suspected fraud. It coordinates the handling of external alerts. • The Innovative Reactors Delegation is responsible for checking industrial or experimental prototype new SMR projects which use a technology other than that of the PWRs. Oversight concerns the technical but also the organisational and human aspects of nuclear safety, radiation protection, environmental protection, safety-security interfaces and the management of emergency situations. This Delegation became the Innovative Reactors Department as part of the creation of ASNR. Further to the work done jointly by ASN and IRSN throughout the course of 2024, in order to be immediately operational as of 1 January 2025 and fully carry out all their duties and roles, with the grouping of the two entities within the new Authority for Nuclear Safety and Radiation Protection, several IRSN departments were merged with those of ASN. ASNR now also has the following departments: • The Transformation Support Office is charged with running and supporting the change process. In particular, it assists the Executive Committee in overseeing the construction and then the implementation of the required ASNR organisation. This structure hosts the Ideas and Concepts laboratory(3). • The Operation and Performance Depart- ment assists the Executive Committee with coordinating the departments, implementing the integrated management system and improving performance, overseeing the GPEs, following up internal or external technical support requests and monitoring external expert assessments. In particular, it coordinates the drafting of agreements. It is in charge of independent oversight and internal audits of the professional departments and takes part in preventing and detecting any drifts or breaches. It also assists the qualified Authority for Information Systems Security (AQSSI), 3. Innovation platform enabling all personnel to experiment with new methods to look for solutions. oversees compliance with the General Data Protection Regulation (GDPR) and is tasked with coordinating the new nuclear safety Authority’s CSR policy. • The Scientific Oversight Department assists the scientific director with drawing up the scientific strategy validated by the Commission. It breaks this strategy down into strategic objectives and monitors their attainment by the departments in charge of carrying out the corresponding research programmes. It assists the Executive Committee and the departments in charge of research activities to prepare and coordinate scientific evaluation. It produces a forward-looking vision of research partnerships. It identifies, if necessary jointly with the International Department, and conducts cross-cutting coordination of research partnerships with research organisations and nuclear industrial companies. • The Safety Expert Assessment Depart- ment conducts expert assessments on nuclear safety and radiation protection of civil basic nuclear installations (other than radioactive waste repositories) and of radioactive substances transports, on behalf of other ASNR departments and outside French entities, notably in the field of defence and security, or foreign entities. Bringing in the other ASNR entities, it oversees deliberations around changes to and formalisation of the safety approaches. It carries out studies to support its expert assessment and, notably in collaboration with the research departments, it develops the tools needed for its expert assessment work. The Safety Expert Assessment Department identifies the needs in terms of knowledge to be acquired in its field of activity. Finally, it is in charge of monitoring and anticipating the operation of the “fuel cycle”. • The Safety Research Department is in charge of drawing up and running ASNR’s research and study programmes in the field of the safety of nuclear facilities and transports. It identifies the needs in terms of development or further exploration of scientific and technical knowledge, the tools or methods needed to perform ASNR’s roles in the field of nuclear safety. It translates them into research or study programme proposals which it then implements using its own resources, and which it maintains in operational conditions and develops. National, European and international partnerships enable it to optimise its research programmes. • The Health Expert Assessment and Research Department implements ASNR research and expert assessment actions regarding: ‒the prevention of occupational and patient exposure, providing medical opinions and analyses, if necessary with regard to the victims of irradiation accidents; ‒preparedness for management of emergencies. These activities cover the development of doctrines, methods and tools needed to assess these situations, produce a development prognosis and predict the consequences. They also concern the organisation and technical and human resources that ASNR should mobilise to deal with such situations, during both the emergency and post- accident phases. • The Environment Expert Assessment and Research Department implements ASNR research and expert assessment actions regarding: ‒protection of the environment against ionising radiation, notably the behaviour and effects of radionuclides within ecosystems, transfer to humans, radiological monitoring nationwide, exposure of the populations and radiological characterisation interventions; ‒radioactive and mining waste disposal facilities, the management of contamined sites, characterisation of sites and natural hazards and the behaviour of radionuclides in geological environments.
