The department is also in charge of coordinating and supporting the action of the ASN labour inspectors. • The Nuclear Pressure Equipment Department is responsible for overseeing NPE. In this respect, it ensures that the design, construction and operation of this equipment complies with the regulations. The Department also does the same for operation of non-nuclear PE within the perimeter of the BNIs. • The Transport and Sources Department is in charge of monitoring and overseeing activities concerning ionising radiation sources and radioactive substances transport. In this respect, its role is to organise, with regard to the radiation protection aspects, the oversight of non-medical activities subject to the authorisation, registration and notification requirements of the Public Health Code, examine requests for approval of shipments in the field of radioactive substances transport, and organise the oversight of radioactive substances transport activities on the public highway or on-site transports of dangerous goods within BNIs. It is also in charge of overseeing the security of radioactive sources. • The Waste, Research facilities and Fuel Cycle Facilities Department is in charge of monitoring and overseeing the “fuel cycle” facilities, fuel fabrication or assembly facilities for Small Modular Reactor (SMR) projects, research facilities, irradiators, subject to the BNI System, as well as “support” activity facilities subject to the BNI System, the decommissioning of BNIs, the management of radioactive waste and the associated BNIs, the management of sites and soils polluted by radioactive substances and the long-term management of former mining sites. Finally, it is in charge of monitoring and anticipating the operation of the “fuel cycle”. • The Ionising Radiation and Health Department is in charge of updating the regulations for the radiation protection of workers, patients and the general public. It is also in charge of overseeing medical applications of ionising radiation, and exposure to naturally occurring ionising radiation; in this respect it monitors compliance with the regulations for the radiation protection of workers, patients and the general public. • The Environment and Emergency Department is in charge of questions relating to protection of the environment, the management of emergency situations and the safety-security interfaces, in support of ASN’s assessment and oversight activities. It also contributes to the national emergency management organisation, as well as preparation of post-accident doctrine, excluding aspects relating to expert assessment. It coordinates oversight of laboratories approved for environmental monitoring, as well as ASN actions interfacing with the protection of nuclear activities against malicious acts. • The Legal Affairs Department has a cross-cutting advisory, expert assessment and assistance function for the ASN Commission, Executive Committee and various entities, in a legal capacity. It examines enforcement requests submitted to the Administrative Enforcement Committee and assists the Professional Ethics Committee. It defends ASN’s interests before administrative and judicial courts, jointly with the entities concerned. It takes part in the legal training of staff and in coordinating regulations steering committees. It supports all the entities in the preparation of contracts and provides assistance for the data protection delegate. This department merged with the IRSN General Secretariat’s legal department as part of the creation of ASNR. • The Information, Communication and Digital Uses Department implements ASN information and communication policy in the fields of nuclear safety and radiation protection. It coordinates ASN communication and information actions targeting different audiences, with a focus on handling requests for information and documentation, making ASN’s position known and explaining regulations. It is responsible for the IT infrastructure, for overseeing the digital transformation and the development of digital services for the parties concerned and the ASN audiences. This department was merged with two IRSN departments as part of the creation of ASNR. • The International Relations Department coordinates ASN’s bilateral, European and multilateral international actions, both formal and informal. It develops exchanges with ASN’s foreign counterparts in order to promote and explain the French approach and practices with regard to nuclear safety and radiation protection and to gain a greater understanding of their practices. It provides the countries concerned with useful information about the safety of French nuclear facilities, more specifically those which are located close to the borders. The International Relations Department coordinates ASN representation in cooperative structures created under bilateral agreements or arrangements, but also within formal international bodies. This department was merged with its IRSN counterpart as part of the creation of ASNR. • The General Secretariat helps to provide ASN with the adequate, appropriate and long-term resources necessary for it to function. It is responsible for managing human resources, including with regard to skills, and for developing social dialogue. It is also responsible for ASN real estate policy and its logistical and material resources. It is in charge of implementing the ASN budget policy and ensures optimised use of its financial resources. The various centres of the General Secretariat were incorporated into the departments as part of the creation of ASNR. • The Management and Expertise Office provides ASN with a high level of expertise and identifies the areas where knowledge is needed in the field of research. It ensures that ASN’s actions are coherent, by means of a quality approach and by overseeing coordination of the workforce. The Office comprises eight members in charge of expert assessment, relations with IRSN, research, quality, archival and transmission of knowledge. The Office is in charge of overseeing the research network and the quality network at ASN. This Office joined the Operations and Performance Department as part of the creation of ASNR. • The Inspection Support Office ensures that the inspections carried out by ASN are pertinent, consistent, effective and in line with ASN’s values.
