OVERSIGHT ACTIONS Auvergne‑Rhône‑Alpes LYON DIVISION • Inspection of three local authorities responsible for educational institutions and day-care facilities for children under six years of age that are subject to the radon monitoring obligation: the town council of Clermont‑Ferrand and the Departmental Councils of the Loire and Drôme départements. With the exception of the Departmental Council of the Drôme département which was not observing the regulatory provisions and which has undertaken to comply with them, the inspected local authorities have embraced the regulations even if their implementation must be monitored more strictly. • Inspection of two specific workplaces: the VICAT Combes quarry and the EDF Grangent dam. The risk prevention procedure has been satisfactorily assimilated on the EDF site, whereas it has been only partially implemented at the quarry, which has made commitments to finalise the procedure. Bourgogne‑Franche‑Comté DIJON DIVISION • Inspection of three PAB administrators subject to the radon monitoring obligation: the municipal federations Rahin and Chérimont, Bazois‑Loire‑Morvan, and the Aligre Foundation Hospital. These inspections revealed inadequate knowledge of the regulatory requirements applicable under the Public Health and Labour Codes. Commitments have been made to perform the initial measurement of the radon activity concentration in the PABs concerned and to establish the inventory of the exposed workplaces in order to assess the risk for the workers. Furthermore, the municipal federations demonstrated their readiness to support the mayors of their regions by providing them with a negotiated contract for taking the measurements that come under their responsibility. • Inspection of two spas (Bourbon‑ Lancy and Saint‑Honoré‑les‑Bains) which have being working to meet the regulatory obligations for several years. In both cases, further to initial measurements, large-scale works have been undertaken on the water systems to significantly reduce the radon concentration in the areas receiving the public. These works are going to continue with a view to lowering the radon concentration to below the reference level. Assessment of the workers’ exposure to radon is also in progress. • Inspection of two specific workplaces: the Lac des Settons dam and the Champagney dam, administrated by State organisations. These inspections revealed a good understanding of the regulatory requirements by the various persons in charge. The radon risk assessment procedure should be finalised by the end of the year. Bretagne / Pays de la Loire NANTES DIVISION • Inspection of two PAB administrators subject to the radon monitoring obligation: the Babilou Evancia group and the town council of Rezé. The measurements to be taken under the Public Health Code were initiated several years ago, but improvements are required regarding more specifically the defining of the buildings concerned, the tracking of the remediation measures and informing the public. • Inspection of two specific workplaces: the mineral water bottling factories of Roxane Nord and Plancoët. The risk assessment procedure is duly applied in the factories, although a few areas for improvement have been identified concerning the assumptions adopted for the measuring strategy and the informing of the Social and Economic Committee (CSE). • Inspection of the Catholic Teaching Management Organisation (OGEC) of the Côtes-d’Armor: the administrator had already taken the initial radon measurements required under the Public Health Code and has planned installing detectors in the winter of 2024-2025 to check the effectiveness of the corrective actions. Grand Est STRASBOURG AND CHÂLONS‑EN‑CHAMPAGNE DIVISIONS • Inspection of the Departmental Councils of four départements, namely Haute-Marne, Moselle, Ardennes and Meurthe-et-Moselle. Three of the four inspected Departmental Councils (Haute-Marne, Moselle and Meurtheet-Moselle) have clearly identified the radon exposure risk of the PABs. Initial screenings have been carried out and the results show that for the first two Departmental Councils, remediation measures are required in six PABs. The Departmental Council of Meurtheet-Moselle has already carried out the remediation work and taken the measurements confirming their effectiveness: the radon concentrations in the PABs concerned are below the threshold of 300 Bq/m3. • Inspection of three spas (Morsbronn‑ les‑Bains, Niederbronn‑les‑Bains and Bourbonne-les‑Bains) concerned by the provisions of the Public Health Code and the particular conditions of prevention of the radon risk in specific workplaces. The radon risk has been assessed in these spas and remediation work carried out where necessary. Shortcomings have nevertheless been identified, notably concerning the updating of the risk assessments, the clarification of responsibilities between the owner of the premises and the operator, and the improvement in the traceability of the actions taken to manage the radon risk. Hauts‑de‑France LILLE DIVISION • Inspection of a PAB administrator subject to the radon measurement obligation, the PAB in question also being a specific workplace: the spa of Saint‑Amand‑les‑Eaux. Several measurement campaigns have been conducted in the spa to check the exposure of the clients and the workers, with results always below the reference level.
