The ASN strategy

An ASN multi-year strategic plan gives formal form to the strategic priorities defined by the commission. The ASN strategic plan is made public.

It is implemented by the director-general in an annual operational guideline document and by each national department and each division of ASN in annual action plans approved by the director-general after the commission has been informed.

THE 2010-2012 MULTI-YEAR STRATEGIC PLAN

The 2007-2009 strategic plan was a roadmap enabling ASN to consolidate its legitimacy in its status as an independent administrative authority.

ASN must now strengthen the effectiveness and the quality of its oversight, in liaison with the other government stakeholders and with its European neighbours. In this way ASN will affirm its place and its duties.

To accomplish this, the ASN commission has identified six strategic priorities for the period 2010-2012. These priorities are intended to assert and give legibility to the role and the position of ASN with regard to its internal and external environment. They must involve all the ASN staff. They also formulate the undertakings through which ASN fulfils its responsibilities.

The 2010-2012 strategic plan “Affirm the duties and the place of ASN” defines the priorities set by the ASN commission in order to make progress on nuclear safety and radiation protection:

  • promote and develop the skills, strengthen the organisation and affirm the doctrine in order to fulfil our responsibilities and give us the means to achieve our goals
  • invest in new areas of medicine, security and research to improve the consistency and effectiveness of the State’s actions in the oversight of nuclear activities
  • clarify the role and the organisation of expert assessment in the oversight of nuclear activities in order to guarantee the sustained quality of such oversight
  • clarify and develop institutional relations with other government stakeholders in order to be more effective, while maintaining our independence
  • be a driving force in the organisation of nuclear safety and radiation protection in Europe in order to contribute to a high level of shared requirements and form an international benchmark
  • invite and inform public discussion and debates on topics of concern to ASN in order to contribute to informing the citizens and to obtain input from the discussion in order to make the best decisions.

In drawing up the 2010-2012 multi-year strategic plan, ASN has taken into account the objectives of the TSN Act and the expectations of its partners. The plan has been prepared within the framework of a participative procedure stretching over 18 months and involving all ASN personnel in the spirit governing the reform of the State. An essential step was a convention bringing together all ASN staff on 5 May 2009.

The multi-year strategic plan is expressed annually in an operational guideline document defining the annual priorities for ASN and in the action plans of each of its constituent entities. These documents are subject to follow-up.
